Character's background (their past and present):
Tom Paris was born in 2346, Portola Valley, California, on Earth. A member of the Paris family, he comes from a long line of dedicated Starfleet officers (and admirals)--his father, Admiral Owen Paris among them. His uncle also served with Jean-Luc Picard on the Stargazer. His father was most taken with this concept, and often lamented about Starfleet ideals to his son, and held him to standards Tom felt were impossible to achieve. As a result, Tom felt grossly inadequate, falling short of his fathers standards and wishes for his son.
Tom and his father didn't see eye to eye at anything. In his father's eyes, Tom felt he was a complete failure. They had a rather troubled relationship. His father once told him crying was a weakness. Unfortunately this was the activity Tom remembered doing most when he was a teenager; crying in his room. Tom joined Starfleet, but not of his own jurisdiction, he would have rather joined the Federation Naval Patrol, but his father pressured him into Starfleet.
His Starfleet career came to a crashing halt when he was serving on the USS Exeter. Three of his fellow crewmates died in a shuttle accident due to pilot error. He screwed up. And then he screwed up even more by covering it up. In the end, Tom did the right thing and stepped forward, telling the truth. For his efforts he received a dishonorable discharge.
This just proved to Tom that the universe hated him and he went out looking for a fight. He found the Maquis. And since his life had been going so well up to this point, it seems only fair to continue his downward spiral. He was captured by Starfleet only a few weeks later, convicted of treason and sent to 18 months in prison. Or as they call it in Starfleet a 'Federation Penal Settlement.'
There he was met by Captain Kathryn Janeway, one of his father's protege's, who offered him a deal: he lead them through the Badlands to find an errant Maquis ship, and as a result of a successful mission, his prison time would be cut short and Janeway would give him a favorable report on his next review. Unfortunately, the mission never finished and Voyager was flung 70,000 lightyears away into the Delta Quadrent.
As a result of Tom's positive and heroic behavior during the first few days in the Delta Quadrent, saving fellow crewmembers Chakotay, Harry Kim, Kes and B'Elanna Torres (and the deaths of quite a lot of the Voyager crew), Captain Janeway gave Tom a full commission with the rank of Lieutentant, junior grade, assigning him to Conn.
Tom was also assigned as a field medic, to assist in situation when their current doctor, the Emergency Medical Holographic program, couldn't make a house call. That's his punishment for taking two semesters of biochemistry.
Some other notable events since Voyager's arrival in the Delta Quadrant are Tom Paris' direct violation of the Captain's orders including unauthorized use of a space craft, insubordination, reckless endangerment and conduct unbecoming an officer. This resulted in a demotion, from Lieutenant, Junior Grade, to Ensign in Thirty Days. As the title suggests, he was also sentenced to solitary confinement for thirty days. Janeway even includes a stipulation for basic nutrition only. He has to eat leola root forever. Tom eventually, through excellent service, is granted the rank of Lieutenant once again. Tom also designed and helped build the Delta Flyer, and married B'Elanna Torres.
Character's personality:
Tom's more than a bit impulsive. A 16, he stole his father's shuttle for a joy ride and completely fried it. It's now sitting at the bottom of Lake Tahoe. A lot of his impulsiveness is a direct result of his adversarial relationship with his father. Tom is by nature antagonistic. You say right, he'll say left.
It takes him a while to find his footing on Voyager, and for years he plays at being the brash, cocky playboy before he settles down. On the ship he gets confined to the brig twice, once for thirty days solitary confinement. He gets in trouble for insubordination, striking a superior officer, running an illegal gambling pool(and skimming profits), stealing shuttle craft. In truth a lot of this behavior is done on purpose to catch a spy, but it is an exaggeration of his true personality.
Tom struggles with his past, and like so many of the Voyager crew he is unable to let go. He strives to be a better person and a better officer, using his best friend Harry Kim as a role model. But if Tom falls, he has a tendency to assume he's a worthless pile of crap--and covers it up with a great deal of bravado, as if life is a game and nothing can touch him. Still, he's grown on Voyager, and is a kind, caring and loyal friend and comrade. Although I think the lack of military detachment among the Voyager crew does help with that.
Tom's father influenced him quite a bit, as a child, teenager and into adulthood. Even the idea of getting a letter from him, while stuck in the Delta Quadrant, filled him with such fear and anger, Tom lashed out, pretending he didn't care. Tom is an escapist. When things don't go his way, he prefers to escape, whether it's leaving, running away or emotionally pushing people away.
In terms of his relationship with B'Elanna Torres, Seven describes it perfectly.
"Given the volatile nature of their relationship, one might have predicted homicide rather than matrimony."
Tom and B'Elanna don't exactly fit together like a glove. They fight and they claw their way through dating and even in marriage. Still, despite this or perhaps because of it, they work. Both Tom and B'Elanna are flawed individuals, who hide behind their flaws--but with the help of the other, eventually learn to accept their flaws. In fact, it they both experience growth that they might not have been able to achieve without the other. Tom see's B'Elanna clearly, unmasking all the rage and shields she's build up over the years, just as B'Elanna can see through Tom's arrogance and escapist qualities. In Lineage a newly pregnant B'Elanna freaks out when she realizes her daughter is going to have forehead ridges and other Klingon features. Tom is able to see this for what it really is, self hatred, despite his wife's efforts to mask and disguise it. At the end of the episode, Tom has helped B'Elanna accept her daughter's Klingon heritage, and is starting to make headway in accepting her own. It's unfortunate we never get to see this fully resolved, for either Tom or B'Elanna. Their parents are a source of angst for them both, and it is never fully explored.
Canon Point: Season 7, Lineage.

I've never played Tom Paris before. In addition, I look forward to possibly interacting with other Voyager cast mates. I'm also curious how Tom would react to a situation like the Enterprise. This will be the first time since the Exeter that Tom will have been in a military/Starfleet situation with people he does not consider family, like he does the Voyager crew. Also, it will be from before his prison sentence, and he's never been in a situation where he has to serve like a goody Starfleet officer, while possibly feeling like he betrayed the uniform. I'm curious how he will react.
That's something I wish they had explored further in the show. Janeway forgets thats the Maquis were once Maquis and not her crew, but the Maquis never did. Exploring the re-integration into a non-Voyager society would be fascinating, especially if we get more Voyager crew.
